BPHA is an organization founded and run by neighbor volunteers. The association was developed 58 years ago to ensure the neighborhood would continue to thrive. The mission was simple; maintain the community with high standards and ensure our community is safe for all.
Neighbors collaborated on how to address key issues of neighborhood appearance, security and overall coordination of neighborhood activities. Residents determined that City services were not adequate to properly maintain esplanades and provide ongoing improvements of trees and common areas around flood control ditches. Security in our community was in decline.
Through a cooperative effort of fellow neighbors, programs were developed to provide timelier and higher quality esplanade maintenance; security contracts were set up with the County Constable. We have an office that provides coordination of key activities around building plans, deed restrictions, community events and fundraising for special projects. Many more services developed over time based on needs identified by neighbors and approved by BPHA Board members representing the 12 areas in the community.
Much of the work that takes place in the community is free of charge thanks to neighbors who dedicate their time and talent to us. Other work comes with a fee which we distribute across the 2200+ properties in the community. It requires every property owner to participate and cover these expenses for common services.
BPHA membership is $70 this year. This is the first increase in this fee in 4 years. The Constable Patrol program is $240. These fees are comparable to adjacent neighborhoods to our south and are minimal compared to the taxes for similar services for West University and Bellaire.

membership for each property.
If you are a resident leasing a property, please contribute to the Constable Patrol Program.
Your membership covers:
24 hour, 7 day a week patrol by armed, professional police officers who know
our neighborhood and respond quickly.
Enforcement of the Deed Restrictions.
Mosquito fogging to supplement the County's minimal program.
Year-round maintenance of esplanades and oak trees.
Supplemental maintenance of Karl Young Park.
Annual Fourth of July party that entertains hundreds of neighborhood families.
Our goal is to meet or beat our membership from last year so that we can continue to develop solutions to current concerns raised by neighbors.
