Annual Meeting
Once a year in April, the BPHA holds our Annual Meeting. This is the perfect time to stop by to hear from your local City Council members, check in on flooding and our bayous and learn about the Houston Parks updates happening in the neighborhood.

April 2025 Meeting Summary
Opening Ceremony & Thanks

The meeting kicked off with a perfect flag ceremony and Pledge of Allegiance led by Scout Troop 211/1211.

President Steve Scherer thanked dedicated volunteers Genie Neukomm, Gwen Hulsey, Mary Kimmel, Kinsey Wall, and Stephanie Bourg for their hard work.
Deed Restrictions Renewal
-
The BPHA is collecting signatures from Braes Heights residents to renew their Deed Restrictions for another 10 years. A Notary Public was available at the meeting to assist with this process.
New Payment System
-
Starting May 1, BPHA is using new software called Enumerate to manage communications and resident accounts.

Residents will receive a Welcome email to set up an account on the Engage portal.

Dues can be paid via credit card, debit card, or ACH bank transfer, each with a small transaction fee. These fees help cover software costs and are cheaper than manual payment processing. Zelle and Check remain payment options as in the past but require effort of the office we would like to avoid where practical.

Action Request of BPHA Residents: Holcombe

Effort is needed by residents to create 311 tickets regarding Holcombe’s sections that are in poor condition. Volumes of tickets will elevate this work needed for budget discussions.

Emailing 311 (311@houstontx.gov) with GPS locations are helpful and forward the 311 Ticket reference numbers to the Abbie Kamin’s office (districtc@houstontx.gov)

City Budget: The budget is short $200 million and public meetings are scheduled to get your feedback on areas for the city to prioritize.

Short Term Rentals: A new ordinance regulating short-term rentals (like Airbnb and VRBO). This ordinance requires parties complete registration and allows for the city to identify and act on those who are “bad actors” and disrupting the neighborhoods or creating safety concerns.

Solid Waste Department: This is a known issue to the city council. There is an interim director in charge and the hope is there will be improvements. Those who we see every day are working tirelessly to keep up with the demand, starting before 7 and working past 7 6 days a week, these are our heroes and please give them thanks.

Constable Al Rosen on Community Safety

Our neighborhood enjoys low crime rates, but we experienced a series of burglaries in late December/early January. Several suspects have been arrested.

The BPHA Board is exploring Flock Camera technology (license plate readers) to enhance security. Our office regard the Flock Camera solution as a “Game Changer” in its ability to support capture and prosecution of criminals.

Residents with security or traffic concerns should contact the Constable’s office.

If you have an alarm system, connect it to the Constable’s office (not HPD) for faster response times (3-5 minutes).
Braes Bayou Updates from Houston Parks Board

Representatives Lisa Hernandez and Trent Rondot shared:

Current work on the south side of Braes Bayou’s lower shelf (Buffalo Speedway to Hermann Park).

A long-term plan to connect Braes Bayou trails from the Grand Parkway to the Ship Channel.

A proposed paved trail on the north bank (Buffalo Speedway to Stella Link) to replace the existing footpath, with funding expected in 2026 and construction starting in 2028.

The paved North trail proposal sparked discussion, with some Glen Arbor Drive residents expressing concerns. Notes were taken and an effort will be made to address concerns where possible and more meetings will be scheduled to discuss.
Brays Bayou Association

Jack Stopnicki, BPHA All Star and Vice President of Braes Bayou Association, highlighted the completion of Project Braes and ongoing stormwater detention efforts.
